Living in the house is impossible without connecting communications. Stable cold water supply and sewage disposal are provided by centralized networks. The procedure for connecting to them is described in Decrees of the Government of the Russian Federation of November 23, 09, No. 83. The document explains the rules for the provision and validity of technical specifications for water supply. Future consumers need to collect a standard set of documents. What are the technical conditions for connection to water supply and sanitation networks
Technical specifications (TU) - this is a document that is part of the project package. It is issued by a water supply organization at the request of consumers. The document is required when connecting any type of communications: gas, electricity, cold and hot water. It indicates the main technical parameters and conditions that are necessary to connect to centralized communications.
The TU form contains information on the location of the point of technical connection, pressure, diameter and material of the pipeline. The document indicates the period of connecting the farm to the network. Technical conditions contain data on the scheme of connecting the facility to a centralized water supply and sewage system. In Russia there is no single sample of technical conditions for connection to water supply and sanitation networks. They may vary depending on the region of receipt.
In what cases is it necessary to obtain technical specifications:
- The construction of a new private or multi-apartment building, industrial facility has been completed.
- Reconstruction of a residential building.
- The object is under construction.
If the owner of the land has changed, the new owner can use the ready-made specifications. You only need to notify the water utility. Based on the received document, the water utility calculates the size of the fee for connecting to utility networks. Joining a pipeline without official documents is called unauthorized. The owner of the site or his legal representative with a notarized power of attorney must submit a package of documents to the organization determined by the local government. Within 2 days, information is issued about the organization engaged in the issuance of technical conditions. Having in your hands the address and name of the institution, you can prepare the necessary papers.
To get the technical specifications, citizens submit a Request that indicates:
- name and address of the applicant (individuals indicate their name and surname);
- Planned load
- date of commissioning of the facility (if necessary).
By request are attached:
- certified copies of constituent documents;
- document establishing ownership of the site;
- information about the boundaries of the site, a situational plan for the location of objects;
- permission to use the land;
- copy of passport for individuals;
- an indication of the type of resources to be received.
For buildings with a maximum load of cold water supply and the operation of sewer networks, a request is prepared by the local government. It is difficult for individuals to independently determine consumption parameters.Services for calculating the maximum load are offered by design organizations.
Procedure
The decision on the provision of technical conditions for water supply states that after the adoption of documents, the organization has 14 days to consider the request. By law, the issuance of technical specifications is free of charge. An engineering network service organization prepares a document. She may refuse the applicant, referring to the lack of technological connectivity for the new subscriber. If there is a reserve capacity of the resource, the failure is against the rules. The federal executive authority for technical supervision is authorized to verify the validity of the refusal.
Legal entities can apply to the MFC for obtaining technical specifications. All the services described are provided there at the same time and without payment. Simultaneously with the technical condition, you can request data on the fee for connecting the building to water supply and central sewage. The response shall indicate the tariff established by local authorities and its validity.
One of the nuances of connecting - connecting is possible only to networks owned by a private person. In official papers, he is called the main subscriber. Have to ask for his consent. Technical conditions in this situation are issued by the main subscriber, but must be consistent with the water utility. By agreement of the parties they are constituted by a resource supplying organization.
Do not postpone the appeal to the water utility with an application for connection to utility networks. If the procedure does not occur within 1 year after the issuance of technical conditions, they lose their force. Will have to deal with the design process first. Duration of technical conditions
In paragraph 10 of the "Rules for the determination and provision of technical conditions for connecting the capital construction facility to engineering and technical support networks", the issued document is valid from 3 to 5 years. The period may be changed in cases stipulated by law. A period of 5 years is provided for the large-scale development of land during the construction of multi-storey buildings. After the end of the designated period, the technical specifications can be adjusted. The validity period begins from the date of issue.
How to renew a document
Extension of the document is necessary if for the specified period (3-5 years) the object was not connected. Citizens will need a small list of documents:
- Completed application form for the extension of TU.
- Copy of current technical specifications.
In controversial situations, the holder of the TU has the right to sue and reach a decision on the extension of the document.
Connection to communications
Registration of technical conditions is the first step to providing a home with a stable water supply and sanitation. Next, you need to conclude an agreement with Vodokanal on connecting to centralized communications. A standard application and a list of documents will be required:
- constituent documents or passport of an individual;
- topographic map of the site, made on a scale of 1: 500;
- copy of technical conditions;
- situational plan indicating objects;
- copy of title documents to the site;
- a description of the uses of cold water;
- indication of wastewater properties;
- information about the number of storeys and the purpose of the building.
An impressive set of papers will not be required if they were submitted during the preparation of the technical specifications. The opportunity to submit information in electronic form. After the necessary approvals, an agreement is sent for signing. The procedure takes 20 days.
The connection payment is divided into 3 parts: 34% - within 15 days after signing the contract, 50% - within 3 months, 15% - connection acceptance field. The maximum term of technological connection of the consumer is 18 months.
