Sewage in utility bills and the law on sewage

All information on water disposal is registered in the RF PP dated 05/05/2011 No. 354

In the Decree of the Government of the Russian Federation dated 6.05.2011 No. 354, the concept of water disposal and its features are described in detail. The interpretation of the term is the following - a set of measures aimed at the disposal of household waste, sewage from residential premises using a centralized main sewer network.

All consumers of utility resources can receive the service. Issues of water disposal of used water resources are regulated by the state, as well as amends decrees and establishes rules. It is regulated by a number of regulatory acts:

  • Decisions of the Government of the Russian Federation, the contents of which mention the services provided by housing and communal services.
  • Regional provisions and regulations on the basis of which the calculation of the amount payable.

What is included in the amount of payment in an apartment building

Drainage is a complex process, not limited to a system of interconnected pipes inside a residential building

Many consumers mistakenly assume that wastewater refers exclusively to sewage, that is, waste disposal. However, in reality this concept is somewhat wider and covers more than one procedure:

  • Sewage used for technical purposes.
  • Disposal of used hot and cold water for domestic and food purposes.
  • Disposal of liquid waste.
  • Filtration of wastewater from pollution and debris.
  • Transportation of household waste to treatment facilities.

Each event has its own characteristics. For tenants, it is considered most advantageous to install personal meters in the room.

Tariffs and calculation of water disposal in an apartment building

Legal Aspect of Sewage Charges

The rate for wastewater is set taking into account various parameters. There is no single tariff in Russia, each region has its own values. To calculate the amount of payment for water disposal, the following parameters are taken into account:

  • Payment of wages to water utility employees.
  • Weather and climatic conditions of the region.
  • Remuneration of emergency specialists and formed teams that maintain optimal condition and continuous operation of backbone networks. Separately, a fee is charged for the section of the water supply system that needs repair.
  • Current status of sewer lines.
  • The number of users of the provided housing services.
  • Performance assessment of central water supply and sanitation networks.
  • The number, productivity of pumping stations, as well as their remoteness from places of final consumption.
  • The distance of drains and pumping water.

Taking into account the specified criteria, the tariff schedule in different regions varies significantly. For example, in Krasnoyarsk the tariff for March 2019 is 9.42 rubles / cubic meter, in Rostov-on-Don, the value reaches 24.26 rubles / cubic meter, and in Surgut, the tariffs are 25.44 rubles / cubic meter. .m.

It is also worth getting acquainted with 3 main ways of calculating water disposal:

  • on general standards;
  • In each apartment or country house, individual accounting devices are installed, according to which the amount of consumed natural resources is determined;
  • the flow rate is determined based on the indicators of the common house meter.
Calculation of water disposal by meters

An example of calculating wastewater counters:

  1. The data of measuring instruments are compared. For example, last month the readings were 30, and in the current 60.
  2. The consumed volume of cold and hot water is calculated: 60-30 = 30 cubic meters.
  3. Calculation of the amount of water disposal by multiplying by the regional tariff plan: 30 * 9.42 = 282.6 rubles.

As an example, the tariff rate of the city of Krasnoyarsk was considered. It is not necessary to detail the calculation algorithm in the receipt, it is enough to indicate the amount and difference in the readings between the last and current month.

Cases of overuse of water resources are also common. The situation is unpleasant, since it negatively affects the family budget. The reasons for this may be:

  • Leakage in riser pipes.
  • "Bad neighbors" refuse to present a reliable amount of spent water.
  • An unknown number of people who are not registered at a specific address, but in fact live. It follows that they use the services, but they do not pay.

According to the legislative regulatory act of the local government, tariffs are changed every year. As a rule, consumers are warned about the rise in price in advance, but it is better to monitor the changes yourself.

Receipt Orientation

Sewage in utility bills

There is no difficulty in calculating the amount payable if there is a meter in the apartment or a common meter for the whole house. It is enough to know the general calculation formula and substitute the data shown on the metering instrument panel. If meters are not available, regional regulations are used. In such cases, there is no need to calculate expenses; all information is displayed on the receipt.

The law says that changing the abbreviation is prosecuted, it must comply with current recommendations. Many homeowners often have questions about what is cold water and hot water. The first refers to cold water, and the second - hot. Also, in the payment documents the term HVS DPU can be used. This means that the calculation of the consumed volume of cold water is based on a common house meter. If, on the receipt, the HVS KPU is written, then this confirms the presence in each apartment of its own accounting device, based on which the amount is calculated.

Also, house needs, for example, cleaning of house territories and entrances, are subtracted from the readings of common metering devices. If there are no common devices, but individual ones are installed in each apartment, the abbreviations GW IPU and HVS IPU will be reflected in the receipt.

If disputes or questions arise, you need to contact the management company for detailed advice. Tenants and property owners must pay utility bills no later than the 10th day of the current month.
